I've found that 2.5% Salicylic Acid works best (takes time though) It works by clearing the top layers of skin and helps clear the blackheads. I had a really bad time with blackheads for a long time, but the Salicylic Acid works well, and also using 10% Benzol Peroxcide (sp?) helps clear up the breakouts. Using a very fine scrub, like a silica scrub, helps with blackheads also.
A great place for acne treatment (and products), is the Acne Treatment Clinic, at www.acnetreatment.com. They're based in Walnut Creek, California but they have an online form that you can fill out about your skin, and then they will start you on a skin program. You can order the products online, or by phone. They're really great. It is a little costly at first, but well worth the money, and the products last a long time. The first time you buy from them, will cost the most, but after that you shouldn't be buying products more than every three months. You can also get personalized makeup done that wont interfere with your acne treatment or cause breakouts (great foundation). They also do lipsticks and blush. The makeup is very reasonable, and lasts a long time. Well worth looking into!
