This may be way off base, but have you tried cutting out vegetable oil? It is made out of soybeans and it is in a lot of packaged foods (even sliced bread). My 13 month old is allergic to milk and soy proteins. She had an exema like rash on her body the first two months of her life.
You may also want to get a scratch test (foods) done at an allergist office near you.
