I don't know what your daughter has but it sounds to me like it's an allergic reaction, be it food, certain fabrics or even the sun. My daughter has the eczema, the itching, the irritability, etc... First, try to give her an antihistamine to relieve her from the itching. (I give my 20 months old daughter ATARAX and it works).
second, you could go to an allergy teat clinic to see what she could be allergic to. Have her pimples always been there or is it something new? If it's recent, try to think what has changed lately in her diet or in her clothing, etc... This might help you narrow it down when you go to the allergy clinic.
I do hope I was of help. I suffered a lot with my daughter before I found out what her allergies were. You can email me if you have any more questions.
