I don't know of any cats that don't have dandruff. Unless you bought a hairless cat! :)
There is a shampoo out there called Allerpet. It is used once every 10 days, all she would have to do is dampen a cloth and wipe the cat and then dry it with a towel. It is very easy. What kind of allergies doesyour brother have to cats? If it is itchy eyes and runny nose then the Allerpet would probably work. Try it. Good Luck!!!
