Anything I say should not be a substitute for advice from your doctor. There is no way of me knowing whats going on with your lower back. I would suggest you see your doctor to get an accurate diagnosis.
Do you mean "fused" when you say "facet" joints? The backbone joints are fused at the bottem of the backbone where you are talking about. The sacrum is also fused on both sides to the pelvis. The nerves from the sacrum are involved in control of the buttocks and legs.
