My youngest daughter had ADD without hyperactivity and she started doing that in the third grade. I asked her why she was talking (or she would sing out loud whenever she felt like it) and she said that all the other kids talked in school and it bothered her head and she couldn't think, so she just talked or sang, too.
The teacher tried quieting the class some and I visited the unexpectedly and she was right - the class was extremely noisy. I ended up having my daughter switched to a less noisy class, as this teacher could not get her class under control, and she stopped talking and singing out loud and was able to concentrate better. This might not be the situation with your son, but thought I should mention it. Good Luck.
