: I found a plastic cover at Toys-R-Us that kept it on for awhile but he finally figured out how to undo that as well.

: It is not only unsafe for him (and his siblings who he attacks when upset) to ride without a safety belt but there is a $270.00 fine in my state for not wearing a seat belt when driving.
