My son is also allergic to rice. In all the recipes I now substitute one of the flours listed below (I rotate then as I think we created the rice intolerance by overloading him with it - everything I made used rice flour when we went GF)

Quinoa
Amarath
Gram
Chestnut
Soya
Sorghum
Millet

You can get millet pasta and quinoa and amarath are good for cereals


Also, the last time Stephen had a major regression someone pointed out to me that they often regress when they are growing (something to do with the effects of growth hormone on their system). Anyway, it gave me some hope and funnily enough Stephen returned to his old self after a few weeks except he had grown 2 inches. Others say that the kids often regress majorly as they are about to make a leap forward. I will keep my fingers crossed that this is the reason for your recent distress!
