Yes, get another opinion. Get as many opinions as it takes to get some supplemental thyroid hormone. Here's why:
Your FT levels are low. You have many nodules. These are indicative of Hashimoto's thyroiditis. You need TPO and Tg antibody testing to find out if you have it. Treating with thyroid hormone now might shrink the nodules and prevent new ones from forming. It would also raise your low FT levels and should eliminate symptoms. There is absolutely no need to wait 6 months longer and maybe still be refused treatment then.

This endo is likely looking only at your TSH and thinking you don't need treatment based only on that. He's wrong to do that. What the lowish TSH could mean is that your pituitary gland is sluggish and not making enough TSH to tell your thyroid gland to get to work making hormone. That needs to be investigated, not being ignored like it is now.

You have two possible issues going on here... Either Hashimoto's, pituitary dysfunction, or maybe even both.

Get other opinions.
