Ask your doctor if you are a candidate for an EMG test? An EMG can determine exactly which nerves are contributing to your symptoms.
Also, is your doctor a neurologist? If not, then ask for a referral to a neurologist. You've had these symptoms for quite a long time and they need further investigation.
The T3 bulge could be the reason for your hand/arm symptoms, but not the occipital neuralgia.
