Probably not. While the testes still may produce some sperm after recovery from the hormone therapy, there will be no semen to speak of because of the radiation therapy. The semen from the prostatic fluid and seminal vesicles is needed to carry the sperm and create the right chemical environment for fertilization. Theoretically, the small amount of fluid from the Cowper's glands could carry out some sperm. Some men freeze their semen before radiation or prostatectomy for this purpose.
