I am brand new to this site, but I feel your frustration, Unfortunately we cannot control anothers behavior. The love you have for your dad is evident. Being in such bad health, how does he get his cigarettes? This is truly a genuine question not an accusation. I understand the complexity of relationships. My dear sister with Copd is watching my mom die with Copd and continues to smoke.
