Well, yes! If she can't walk, her bones could be extremely weak. It's possible she broke it just from, say, turning over in bed the wrong way.

Do you suspect a hospital or nursing home staff member of CAUSING the break by dropping her or something? If you are suspicious, get a copy of her x-rays and take them to an outside doctor, preferably an orthopedist who works with the elderly a lot or a geriatric specialist. He would probably be able to tell how much force the fracture would have required. But it really could have just happened.
