PS Ten years seems like a long interval between colonoscopies for someone who has had 2 polyps removed. Usually it is 3-5 yrs. I would try to schedule my colonoscopy now to see if anything new has cropped up and to get a clean slate for trying to get this better controlled. The blood could be from something other than hemorrhoids. It is just not safe to assume that. Tumors in the bowel can cause tenesmus too-that feeling of having to go so urgently, but nothing is there.
