Prolotherapy is used to treat nerve pain, but the question is, do you have MS or what is the cause of your needing prolotherapy? There is another board for neuropathy which might be better suited to a more kindred reply.
While I would probably trust the doctors in KL (definitely not JB for me), I would probably seek out a second opinion in Singapore. As prolotherapy in noninvasive, perhaps you will require a surgical repair.
