Is it possible for torn ligaments to heal without surgery?

I'm 22 and just graduated from college. Last August, I fell down the stairs and had an ankle inversion sprain. I felt decent afterward, but a few days later the pain was unbearable. Even after getting MRIs and x-rays, the doctors were confused about why my pain kept worsening.
Since September, I haven't walked. I'm fairly certain I tore two ligaments in my outer ankle (the AFL and CFL). I think that my AFL has completely healed, but my CFL, which is connected to my heel, hasn't. I still can't put weight on my hindfoot. The outside part of the ankle where the CFL is tender.

I don't know if my torn ligament has healed or not. I don't want surgery because I can't afford it (no health insurance) and I'm scared of the complications. At the same time, I'm starting to doubt my body's ability to heal itself.. It's been 10 months. I don't have an income right now because of my injury. I can't be unemployed for much longer - I need to be better by early 2018 so I can work (or else I'll be homeless)! Please help!!!
