That does not make sense. Maybe you are just joking and having fun at our expense (who knows, this is your first post...) The few minutes before or after 11:35 or 11:40 wouldn't make a difference, neither would a half hour, or hour.
My unexpert opinion would be that its purely phsycological, if this is indeed happening. This could be proven wrong if once you washed at what you thought was 11:35 or 11:40, had no skin problems, but the next day discovered that the clock was off (battery low, etc) and you actually didn't wash at the "right" time.
Maybe your other pre-bed rituals include the real cause? Maybe those are what determine what happens.
I'm only answering with little help because nobody else has! I'd bet 100, no 1000, no, 1 million dollars that it is not dependant on the time
