one in the same.
hormonal acne is that you're hormones cause your adrenal gland to produce more oil...therefore causing acne. teenagers go through crazy hormonal stages when they go through puberty...that's why you see a lot of them w/ acne. but hormonal inbalances can occur later in life too...producing acne.
cystic acne is just when pimples get infected under the skin, and turn into big nasty bloody puss filled messes.
so hormonal acne can turn into cystic acne, and cystic acne can also be formed if you just don't have the ability by your body (immune system) to keep a cyst from forming.
that's the way i understand it.
