I believe that it pertains to those times that your voice may be scratchy, or "croaky", and it sounds like it's a frogs voice rather than your own.

... or a sudden constriction or blockage in the throat/larynx [voice box] due to dryness, a build-up of phlegm, swallowing the 'wrong way' or nervousness.

can also be caused by GERD which is acid reflux, also asthma, sinusitis, air pollution and all others talked about can present themselves with a froggy sounding voice.
