it started on the one eye in the outer corner of the lid....itchy, dry and a little scaly...not too red. then it is on the other lid. what is this? i used hydrocortizone cream but its still there. it's not makeup....cuz i haven't been wearing any due to a flu i had.

It sounds like blepharitis. Try using warm compresses, and go to the ophthalmologist for a definite diagnosis and treatment. Also, don't use any medication that is not made for the eyes. Hydrocortisone cream is good for regular skin, but may not be so good for the eyelids. It could get absorbed into the eyes through the lids and cause problems.
