My hair is waistlong and mediumthick.it's not freezy,i take good care of my hair.I love dove shampoo and leave in conditioner.I used to live in Minneapolis and use to go to a very nice Aveda salon.Now i live in DC and i need to get my splitends cut and i would like layers and also i need my highlights agan.My hair light-golden-brown with blond hightlights.I wanna know do i need to get my hair first colored and get the hightlights and then the layers or the first the haircut and then color.I don't trust everyone with my hair.Please let me know what needs to be done first to end up with the perfect layers and highlights?And if anyone knows any good salons in Virginia or DC,please let me know!

Color then the cut. That way pretty much all damage the coloring causes is trimmed off.
