I know it's not a great answer - but we really can't tell you on the internet what it is. Herpes is often mistaken for an ingrown hair or a pimple/ If you are worried about herpes, you should be tested for it.

It is probably a reasonably good sign if it is not itchy or painful in any way, although this is not conclusive... herpes presents itself in lots of different ways.
