IMO, swimming is better than walking. While walking is not as severe as running, it does impact your knees. Swimming is very low/no impact and really gets your heart up, plus is works your shoulders.

IMO, for cardio vascular fitness and weight loss, swimming is as good and possibly better than simply walking but not as good as jogging. There is another side to exercise for health benefit and that is weight bearing exercise, which is good for the health of the skeletal system and assists in the prevention of osteoparosis. In this regard swimming and cycling do not count as weight bearing exercise even though you still get a great cardiovascular benefit from both.
For people who have (or have had) any sort of mobility problem - dodgy knees, hips, etc - or are very overweight can safely swim without any undue risk of greater harm. In these cases swimming or stationary cycling can be a far better option than walking or running. My simple philosophy is if you are making an effort, anything you enjoy and will continue to do is beneficial.

I'd take swimming and biking over walking/running any day. I have a bad right knee and swimming is a fantastic way for me to exercise my entire body without the impact.

In terms of weight loss, caloric expenditure will be dependent mostly on how hard you work, and less on the type of activity. So, a weight-bearing activity like walking (where you're supporting your body weight as you walk vs. your buoyancy in water) may or may not burn more calories than a non-weight-bearing activity like swimming.
In swimming, you also have the additional benefit of upper body muscle use, as mentioned in a previous post.
In terms of health, both swimming and walking have the potential to get your heart pumping for a sustained period of time and therefore improve your aerobic fitness and health.

You can be healthy at any weight. Health and fitness are two different things, so you can be unfit and healthy, fit and unhealthy, etc.
