I have a question that sounds like a few other questions I have read here but knowone has been able to answer them.. about three months ago I got a single bump near the opening of my penis. Then I noticed that after sex it would get red around the tip of my penis. It never burned when I peed it would just get irritated and feel sore after I did..I also noticed the dribbling after I urinated ....I had a "full' feeling at the tip of my penis like I had to pee..but did not...I did not have frequent urination. then I noticed another single bump right next to it..they are flesh colored..look like flaps of skin....now.....I have been with my girlfriend for over a year..and she has nothing....the girl I was with before her was diagnost with genital warts..but was clean of everything else...and it has been over a year and a half since I was with her...my question...what are the bumps..warts?....why is red around the tip of my penis (only after sex or showering)...what is the "fullness"feeling in my penis...why hasn't it gone away...I went to my doctor and he did not see a rash (it was not there at the time)..and he thought I had a prostate infection...why hasn't it gone away....is this a symptom of HIV...please help

It's very difficult to diagnose over the internet. If I had to guess, though, it sounds like genital warts to me (HPV). The virus can manifest the warts anywhere, including inside the urethra (which might account for the "full" feeling). Could be herpes, but I think it would hurt a lot more and herpes bumps are more blister-appearing.
Unfortunately, HPV is a virus for which there is no cure. Next time the bump shows up, get yourself seen by a medical provider right away so they can tell you exactly what it is.

The bumps do sound like warts to me too, but of course, only a doctor could tell you. You should definately see a doctor.
