Do the first symptoms of chlamydia always appear one to three weeks after exposure or can it take longer for symptoms to show up? Also, can a person have sex with someone who has chlamydia and not get it? Thanx for any replies in advance!

Many people with Chlamydia have no symptoms and don't know they have it. Chlamydia, Gonorrhea and Herpes are very common STDs in America.
A urine test usually can tell if you have Chlamydia or Gonorrhea. The window period can be from 1 day to 1 month to tell if you have it or not. Get tested!

Yes, it is possible to have sex with someone and not pass the infection, just like a cold, some get and some don't. Although if you are repeatedly having sex with an infection the odds are very good that eventually it will be passed.
HIV transmitts alot harder and the odds are 1-300 from what I have been told.
So Chlamydia, Herpes and such are alot easier to transmit.
