I am 16, and am having problems retracting the foreskin behind the head when erected and flaccid. I get to a certain point but can't go any further. I have noticed there is something attaching the foreskin to the head of the penis, its connects right next to the urine hole. Anything I can do to be able to retract fully.
This problem is causing problems when cleaning, masturbating and I think it may cause problems if I have sex.

Hey bud, that tiny piece of skin is called the frenulum and it is supposed to be there! I'd suggest that you look around on the male anatomy thread and find information posted there about stretching the foreskin. Sounds as if yours could be loosened a bit and that'll help with the frenulum as well. Good luck and let us know if you need more info.

Actually one more question the frenlum where is supposed to connect to and from. Mine is from near the urinal hole to the foreskin.

Yep, that's where it's supposed to be.
Hey Juventino. You say that difficulty retracting the foreskin is causing problems with masturbation. I understand that. However, masturbating might help to stretch your foreskin.

Hey bud as you masturbate you may try adding lubrication (hand cream works well) and on each stroke slowly stretch things a bit more down the shaft and that may help with the frenulum. Good luck and hope this helps...enjoy the "stretching"!
