Eat a clean diet coupled with exercise. Cellulite is just another name for bodyfat. To lose it, you have to work the whole body so specific fat areas go down. There is no such thing as spot reducing.
Depending on your intensity, determination and patience you can see some results.
Weight training can do this as it forces your body to work hard, to build muscle and burn the bodyfat as energy. It causes your metabolism to stay up longer than with cardio alone.
Leg extensions, leg curls, leg presses (if you have access to a gym/machines). Squats is an excellent overall leg exercise and complex "core" exercise. This targets your legs, glutes, lower back, abs and shoulders too. A good 70% of your muscle mass.
You also need to do some upper body work too to help strengthen those areas (to look even better in shorts) and to help burn bodyfat. Get those curves we all want and keep them.
That and an good clean diet. Time, patience and keep motivated. It might take abit longer than a month, but I just bet you will see some improvement by then or your family may just comment on the changes you dont see. It took you some time to get the way you are. So it will take some time to change.
Once you start, dont use the scale at first but watch your wardrobe change.
Good luck
