I'm a 16 year old guy and I really want to tone up my biceps and get them firm. Which piece of equipment is best? A straight barbell, an ez curl bar, or regular dumbbells?

All have their merits. Vary which one you use every so often for best results.
As a side note, compound movements are better than isolation movments for building size.

Go for dumbells. They'll give you the most options with other exercises.
