Have you ever had your mom to a geneticist? There are often diseases and symdromes that regular rhuemy's and doctors are not aware of because they are rare.
It is definately worth a thought in getting her collagen and a few other things tested to rule out some more serious illnesses as well as maybe get an idea of what's going on with her.

Has your mom been to rheumatologist? I have had internists that tried to treat my RA - with antiinflammatory drugs only - it didn't work - I finally got to a good rheumatologist and she has me pretty well under control.

If she has gone to a rheumatologist who didn't help, try another one.

The geneticist suggestion is also a good suggestion.

Good luck!
Blessings,
