Are there any STD's that might cause a change in skin pigmentation possibly around the upper arms or shoulders, or elsewhere? For example, patches of white-ish or off colored, dry looking skin?

No, sounds like a skin condition, you should see a dermatologist. :)

It is an inflamation of the skin-

Do some research, it could be it- good luck
