Some years ago I read an article in a magazine about a disease which is sometimes known as "Dirty Neck Syndrome". Has anyone heard of this, and if so, what exactly is it, and what is it's proper name?

The reason it's called Dirty Neck Syndrome is because it makes the pigment in the skin of the neck patchy so it looks like you haven't washed your neck for months!

Just curious because I haven't heard or read about it since and can't find anything on the internet under the above name.
