After excercising for about a couple of weeks every day and keeping a steady heart rate, over time does the heart need to work harder if you want to stay at the heart rate you started off with the first day you started working out?

Yes. As you become more aerobically fit your resting heart rate lowers and it takes more of an effort to get it back to your target zone. You can tell if you're becoming fitter by how quickly your heart rate returns to normal after vigerous exercise. The longer it takes the less fit you are.
