I recently fingered my girlfriend through her underwear, and do not recall any moistness of any sort, and i didn't even go that deep on account of the underwear, now here's the thing: --->
MY HANDS WERE VERY DRY AND CHAPPED
is there a chance of HIV transmission throguh my dry hands????
I need to know, PLEASE!!!
Zero chance. There would have to be an open wound or sore on your hands bleeding for one, and even if there were, it would have to be able to get past the blood going out of your wound (as obviously blood flows out, not in), and then it would have to survive long enough to make it through the underwear into your open wound (HIV virus only survives two seconds.) No chance at all.

if you would read the "sticky" at the top of the page you would be able to learn about HIV and transmission. i suggest you take atvantage of that resource.
