Bah it's killin me. I eat right , go and jog 45 minutes a day, do crunches/situps for about 6 minutes a day, lift weights all that good stuff. Get my protein in. Yet I still have no abs. I mean my stomach is like insanely flat just no defintion AT ALL Ive been doing this for like 2 years, and I just dont see why I dont have a 6 pack yet. Am I one of those people that cant get'em :(

Get your body fat percentage checked in case you still have a wall of fat between your skin and abs. Being 136lb at 5'9" that may not be the case but get it checked anyway. Below about 10% body fat is supposed to be where you have to get for your abs to show - so the theory goes.
If your BF% is low, the problem may be that you are doing too much cardio. Your body needs energy when doing cardio, if you do too much cardio or eat too few carbs, it will start using protein for fuel. Your muscles need that protein to grow and get stronger, if it isn't present because your body has used it up as fuel, your muscles won't grow.
At your weight, I'd say you should be doing less cardio. You are only jogging for aerobic fitness - not fat loss - so don't need to do 45 mins a day every day. Jog for 30 to 45 minutes every second day, preferably on non weight lifting days. If you do cardio on lifting days, do one in the morning and the other in the evening.

How can I check my body fat pct without those calipers. Those things are insanely expenisve @_@

No they're not. High end ones are, but you can get a plastic set for very little. But you can go to a gym or YMCA and they will usually do measurements for you.
If you have a very flat stomach, you may just need to add some resistance to your ab workout to build those muscles, to they are more defined. And of course very low bodyfat.

If you have acess to a crunch machine, you can get a bigger six-pack with higher weight and lower repetitions (to the failure point.) Machine is something of a torure device though, but hey, "nothing comes from nothing" in the words of the immortal Julie Andrews!
