Never did I have trouble with HBP until I started taking Vioxx. It stayed elevated the two yrs. I took it. After Vioxx was pulled off the market, I immediately discontinued it. My question is, will my blood pressure EVER return to normal so I can stop all blood pressure meds?

The only way to find out is to stop for an extended period of time and see what level your BP returns to without the meds.

I agree with Lenin, after taking Vioxx for 2 years it might take a while (months) for your blood pressure to come back down. Have you switched to another drug for whatever you took the Vioxx for? If so, search it on the web and see if it also raises bp.
Unless your unmedicated blood pressure is really high now, you might try going for a couple months without taking anything and see if your blood pressure comes back down. A word of caution though, you don't say what you are taking as bp meds. If you are taking a beta blocker you need to taper off the drug, not quit cold turkey. Check your bp meds on the web and see if you can just stop taking them or not.
