I have these reoccuring little red bumps(not too many, about 3-4 at most) that appear as high as my belly button and as low as the base of my penis.
They don't itch, they don't cause pain and they don't scare.
I did sort of pop/scrap two of them and they both resulted in a good amount of bleeding for such a little opening.
I've been with the same girl for about a year and this has started about 3-4 months ago and she has not noticed anything different, so I'm thinking it could be some kind of skin infection or possibly pubic lice, but just getting some input.

If they are recurring then thats a problem.... it sounds like it could be genital herpes. Herpes can cause painless bumps in some instances--the pictures you see on the net are worst-case scenario. In fact, most people have such mild symptoms that they don't realize that they have it. Anyway, you should get a blood test for Herpes so that you can rule that out...
