I really like the EAS low carb shakes ( 100 cal, 15 g protein) Should I drink one before I strength train, or after, or does it not matter? Thanks.

After will give you btter benefits, but you should also add some kind of carbohydrate.

You can drink protein shakes every day if you'd like. There is nothing wrong with it. The reason you need carbs is because your body is depleted of them somewhat after a workout so you need to replenish your body with them after you are done. Doing cardio after you lift is the perfect order of doing them together if you wanted to do them together. A shake afterwords is good. As long as you don't eat before you workout, you should be good. Your body needs to concentrate sending blood and nutrients to your muscles as you work out. If you eat before hand, some of it is going to digestion where it's needed and you will be short changing yourself and might even get a stomach ache or throw up.

My work schedule is a little crazy lately, I have been drinking a shake about an hour before I go home and lift, and then another afterwards. I had heard taht its good to put some protein in you before and after.

Would I be better off doing a double dose (one immediately, one a coupel hours later) after a lift?

Yeah I think i read (somewhere on this forum) that you should take in some protein first thing in the morning to replenish your supply, and after your workout so your body can use it to heal your muscles, don't quote me on this though.
