When you say you had tests performed, do you mean something like an EMG to see if your nerves in your cervical and lumbar spine are somehow impinged or compromised? Sometimes that can be the cause of numbness or tingling in the extremeties. A Neurosurgeon might help better diagnose you.

Bell's palsy, as far as I know, usually affects the nerves in the face, and is a result of a viral infection. I have never heard of numbness in the leg and hand being connected with Bell's, although I'm not a doctor and I have been wrong before, lol.
Please tell us what kind of tests you had. And, are you being treated for diabetes? If so, do you know what your last A1c was? Are you on diet and medication alone, oral medications, or insulin? Are you self-monitoring, and if so, how have your numbers been?
Also, is the numbness on one side only? Or is it one hand and the opposite leg?
With the answers to these questions, perhaps someone can help you figure out what's going on, and what to do next.
