Am looking for an option for husband who is recently diagnosed with sleep apnea. He gets eczema even while wearing a watch. Any recommendations of what type masks to look at considering the above.

There is a "strapless" mask that fits on the teeth and connects to the nose for CPAP machines. You'll need to search on it.

All masks are mad of of silicone which is made from sand.I don't really think he'll have a problem with it.

Keeping the mask super clean might help. My roommate used to get a rash (not sure if it was eczema) from her watch. The doc told her to coat the back of the watch with several layers of clear nail polish, let it dry for several days, then wash it with soapy water. It worked for her, maybe you could try that for the watch?
