If my doctor removes a noncancerous breast tumor (quite large) along with some surrounding breast tissue (just in case), would implants be considered cosmetic or reconstructive? Granted, I'll have just about nothing left (boob-wise) if I opt to have this benign tumor removed so I personally think it would be reconstruction and, thus, covered by insurance. BUT, the tumor removal is entirely up to me since cancer is not present right now (although it runs in my family BIG TIME). Any thoughts on this?

I would say reconstructive, but to be on the safe side you should call your insurance first to make sure.
