I quit taking my birth control in June. I should have had a cycle on July 17th, but nothing. I should have had another cycle by August 16....still nothing. I have had cramps and feeling like my period was going to start but it never does. How am I supposed to know when it is going to start again? Do I need to see my doctor?

Cycles can be irregular for a while after stopping birth control. Take a pregnancy test to be sure you're not pregnant, but if it's negative, give it another month, and then if you don't get it again, see your doctor so they can do some tests to make sure everything is as it should be. :)
