Stigma

Hello,
I have been doing all sorts of ab exercises on and off for the past seven or eight years. Most of you are right - nothing seems to work unless the diet is in check. However, it seems that no matter what I do or eat, there is a muscle right underneath my breast bone that is really sticking out. While the rest of my stomach is either flat or flabby (depending on the phase I'm going through), this muscle is always out and very hard to touch. It looks especially protruding after I eat. I'm afraid that I've built it somehow with years of using the ab machine incorrectly and would like to know how I can get rid of this.
Pleeeeeeaaaaaaseeeee, help!
I'm a tall and fairly big-boned female and this is the last thing I need or want.
Thanks.
