I am looking to tone my chest and build muscle, because it is one of the weakest areas of my body. How many reps and sets of different excersices should I do to get a toned yet muscular chest area? It would also be helpful to burn the fat off of my chest, other than cardio is there something I can do with the weights?

To build some decent muscle, you really don't want to be doing more than 3 chest exercises each time you work your chest. Eg: Bench Press, Incline Flyes + Exercise of choice.

Best way to gain mass is doing heavy weights for 4 sets of 6-8 reps (your muscles should be pushed to failure each set, if not, up your weights), taking about 60s between sets. Honestly, by building the muscle it will give your chest a more toned look (not to mention strength), but you really need to perform some cardio if you want to lose any fat as there's no such thing as spot fat reduction unfortunately!

To get the most from your workout I'd recommend 20min or so of intense cardio after your weight routine. Also take a look at your diet and see how healthily you're eating.
