hi, i think i'm suffering from a tight foreskin but when trying to strech it, it seems like my foreskin is large enough to fit over my glans but there is a small fleshy ring inside my foreskin stoping it retracting is this normal for tight foreskins? or should i seek advice from a doctor?

and another problem i find it diffecult to clean under my foreskin due to the tightness and its not the most pleasent smelling area in the world any recomendations on how to clean?

The small fleshy ring sounds typical. Read my instructions carefully at the top of this board and start stretching in earnest. A cream or light vegetable oil live olive oil may help remove the buildup. If it's really smelly you may have a thrush or fungal infection that can be fixed with an over the counter cream.
