But I have a lot fat on my stomach and love handles from having kids back to back. So I don't know how to get rid of t his fat with out going to a smaller size. I am already small enough

Strength training, diet and cardio. It will help you to gain some lean muscle which raises metabolism, burn calories and prevent more fat gain.
Do you exercise currently? What does your diet look like?

You can't, spot-reduction isn't possible.

You can't spot reduce, but you'll notice greater changes in certain areas compared to others (some areas are a bit more resistant to fat loss). Nevertheless, some people believe if they do a lot of sit ups or crunches, that will slim down their abdominal fat. But what really happens is, the abdominal muscles get strong and the fat burning is minimal (the gut area may even look bigger because of the muscle growth!). As mentioned earlier, cardio is the way to go if you want to burn as many calories as possible.
