Is it a concern when someone has mucous in their stools frequently, No blood but mucous?

It could be indicative of a problem. Not necessarily cancer of course but if the bowel is producing more mucous than usual then there is a reason the body is doing this. Infection, obstruction, a fistula an allergy could be causes of this but it could also be an indication of something more serious, even cancer.
