I went to get my eyes checked and one of the first thing he did is to cover up my left eye and got me to read the chart. Then he did the same with my left eye. But with my left eye I could not read the chart not even the first line. I looked like the room was spinning, like I was dizzy. The doctor said that I have astigmatism. He also got me to follow a pen with just my eyes. My left eye does not go to the top right corner. He is sending me to a specialist to get him to take a look. He said that it had somethnig to do with the muscle in my eye. Can any one tell me the name of the muscle problem. I have been trying to find out information about it on the internet but can't find any thing. Thanks

Eye muscle problems for the most part come under the name "strabismus". You will find loads of stuff about that. Esotropia is the turning in of an eye, exotropia the turning out. You appear to have a vertical displacement which is less common. When you're searching type "strabismus" and "vertical" in the same search.
The fact that you can not see even the top line of the chart suggests you might have amblyopia in that eye. When the eyes don't move together properly, the brain can shut off the image from one eye. The treatment for this is patching the good eye; however, it should be done early in life and doesn't work well for adults. Let's hope it is just a bad case of astigmatism. (Did you never notice you were practically blind in one eye?)
If your doctor is sending you to a pediatric ophthalmologist, you'll be in good hands. They are the specialists on strabismus.
