Mild dysplasia is normally monitored closely because your body can heal itself from mild dysplaysia. If it doesn't heal itself then I think most doctors perform cryosurgery (freezing of the cells). LEEP in normally done instead of laser ablation when moderate or severe dysplasia is present because with LEEP the cells can be sent to a lab to make sure it was all removed and it is cheaper.

There are several reasons that LEEP is used more often than laser. Firstly, laser is much more expensive than LEEP. It requires very expensive equipment and training that many offices do not have. Also, as lovethosecurls said, with laser all of the irregular tissue is destroyed, so it can't be sent to a pathology lab to be examined. The complication rates between the two are comparable.
