Hello there! While it is not a good idea for a baby to eat paper, I doubt that it can hurt him at all. Paper will not get stuck inside him. My DS has been eating it ever since he could get things from his hand into his mouth! DH called me one day when he was at the grocery store and said "Honey what kind of yogurt did you want, because the baby just took a bite out of the shopping list". Eating or trying to eat paper is a very common activity for babies, don't worry, just keep an eye out!:)
when my dd was about 9 months old she ate a WHOLE page of a mothercare catalouge! My dh was freaking out when all of a sudden it all came back out again  As for small pieces I wouldn't sweat it too much my dd is now 18months and is still forever chewing on her cardboard baby books... they just keep getting smaller and smaller lol

DD ate 1/4 of a kleenex yesterday. Here's hoping it wasn't used... It will all come out the other side. I have heard the old wives tale that if you swallow gum it will build up inside of you, which if you have ever swallowed gum and then had a peek in the toliet (sorry):p a few days later, it obviously does not stay stuck inside! And paper is way more easily broken down than gum! So I wouldn'nt worry!

my first ds loved to eat any kind of paper (he once ate almost an entire ace of spades) and although it used to drive me crazy and cause me to worry, he never seemed to have any ill effects from it. if he had his way, he wouldeve lived off of paper!

I don't think it will hurt them, unless they get choked on it, which DS did once and then precded to throw up, everywhere, alot.
But he chews on his books and eats them all the time. He also eats sand and dirt, and anything else he finds. I think pretty much anything excpet like chemicals and stuff is ok. Don't worry!
