As far as i know it is normal. In that area, even if hair isn't growing there, your skin still has pores and releases oils and it's very delicate area too and that is why they say you shouldn't use harsh chemicals or soaps anywhere in that area or further down.

Herpes will on average either range from being very red and itchy to lesions which look like cuts in the skin or actually sores which sting or itch or are raised and look like they might be fluid filled. Basically you will itch or be in pain or things down there do not look like they normally do.

If you have a uniform series of tiny bumps, which do not itch or hurt it is most likely that it is sebaceous glands. I once had one right at the top, not far from the clitoral area and there was a bump under the skin, out of curiosity i decided to give it a bit of a squeeze and a bit of puss like substance came out. It ended up being a blocked pore.

The problem is that sexual education is very inadequate and young people are not encourage to know their bodies. Most people give that area a wash in the shower or a wipe after going to the toilet, but how many people have an understanding on what genitals are and what is healthy and what isnt healthy. If more people did know, then there would be less people posting on boards in fear that they have everything from AIDS to the plague.

It doesn't sound as though you have herpes, but just remember, condoms are not 100% protection from herpes.
